Kathleen Madonna-Emmerling Launches Campaign for Allegheny County Council


January 23, 2025 – Ohio Township, PA


Kathleen Madonna-Emmerling, a resident of Moon Township, officially launched her campaign for Allegheny County Council on January 23, 2025, at the Ohio Township Nature Center.


The event was attended by approximately 70 guests, including family, friends, grassroots organizers, coworkers, and elected officials, all gathered to support Kathleen's bid for County Council in District 1.


The event opened with remarks from Kathleen's brother, Master Sgt. James Madonna Jr., who had just returned from Air National Guard duty, overseeing the peaceful transfer of power at the Presidential inauguration. He shared his perspective on Kathleen's lifelong commitment to service. "Katie was born on St. Patrick's Day, but nothing about her accomplishments is the result of luck." James discussed Kathleen's kindness, hard work, and willingness to help those in need.

Carrie Wardzinski, a regional organizer with Red, Wine & Blue, also spoke, highlighting Kathleen's leadership in championing suburban women's issues, including the Freedom to Read, fully funded and fair public schools, and reproductive freedom. Wardzinski emphasized, "If every suburban woman were as effective in their advocacy as Kathleen, I'd be out of a job."

Kathleen opened her remarks with a story about her father's work at the Lordstown, OH General Motors factory. As a skilled Tool and Die Maker with the United Auto Workers, he shared that the union would keep him and their family safe. " Kathleen chose to join the Organizing Committee for the Staff Union of Pitt, which became the largest public sector union win in PA in decades. "I will always owe a debt to and support organized labor," she said. The candidate shared her experience overcoming book bans as Moon Twp Public Library Trustee and "maintaining long-lasting, fruitful relationships across party lines."


Kathleen concluded her comments by sharing her vision for Allegheny County. She discussed elements of her platform, which includes:

  • Expanding the Human Services offices of Aging and Community Supports in conjunction with the county's housing, transportation, and health organizations to better serve the county’s aging population.

  • Strengthening the Allegheny County Commission on Ethics to enforce violations and impose penalties.

  • Advocating for common-sense state legislation to reduce tax and utility burdens on the county’s most vulnerable residents.


Kathleen’s experience, dedication, and connections make her the most qualified candidate for Allegheny County Council-District. She said it would be "an honor to represent District 1 residents," and that she will be their vocal advocate to the lives of Allegheny County residents and ensure a brighter future for all.

About: Kathleen Madonna-Emmerling (she/her) is a lifelong resident of Pittsburgh's western suburbs and resides in Moon Township with her husband, Ed, and three school-aged children. She's the co-founder and chair of Airport Area Action PAC, Trustee of Moon Township Public Library, on the Communications and Action Team of the USW/Staff Union of Pitt, and a long-time community volunteer and advocate. She is employed as a fundraiser at the Medical and Health Sciences Foundation at the University of Pittsburgh and UPMC.
